Incoming Levels of Progression for the Cross-curricular Skills

- from 2012/13 school year: Communication and Using Mathematics
- from 2013/14 school year: Using ICT

Assessment has a key role to play - it helps teachers and other professionals to improve pupils’ learning and to judge individual progress and it also determines accountability for the quality of teaching and learning and the outcomes that are produced at system level.

Learning, teaching and assessment should be viewed as a continuous cycle, where assessment plays an integral part in informing teaching and learning and in providing evidence of progress made and outcomes achieved.

The incoming statutory assessment arrangements are intended to:

  • be complementary to, and supportive of, the key aims of the revised curriculum;
  • embrace the assessment of skills, knowledge and understanding;
  • have a clear and unambiguous focus on literacy and numeracy and, increasingly, on ICT;
  • reflect and support the central role of teachers in classrooms in helping pupils to achieve to their potential;
  • ensure that there is appropriate accountability at all levels for the performance of our school system, particularly in relation to outcomes for pupils in literacy and numeracy;
  • be straightforward and fit for purpose in a way that does not divert professional time and resources away from the core business of teaching and learning; and
  • be supported by a greater emphasis on using data to inform interventions at every level.

The cross-curricular skills of Communication, Using Mathematics and Using ICT are relevant across the curriculum. Emphasis is placed on using, applying and transferring skills effectively in real and relevant contexts.

At Key Stages 1, 2 and 3, schools will be required to assess and report each pupil's progress in the cross-curricular skills with reference to the incoming Levels of Progression.

The incoming Levels of Progression set out, in the form of “can do” statements, a continuum of skills that pupils should be able to demonstrate if they are to build the literacy, numeracy and ICT skills needed to function effectively in life and in the world of work. The Levels Grids, accessible via the links below, are for information only at this stage. They have been designed to support the incoming Assessment arrangements that will come into operation for the cross-curricular skills of Communication and Using Mathematics in the 2012/13 school year and for Using ICT in the 2013/14 school year.

The documents displayed below can be used by Primary schools for the purpose of familiarisation with the incoming Levels of Progression and their accompanying (non-statutory) Expansion prior to the rollout of teacher training and subsequent operational use.

Please note, the incoming Levels of Progression for Using ICT will supersede the levels used in the ICT Accreditation Schemes when the assessment of Using ICT becomes a statutory requirement in 2013/14.
